1. What is a cupbearer? - In the Bible, a cupbearer was a high-ranking royal official who served wine to the king and was responsible for the king's safety. The cupbearer's primary duty was to taste any food or drink served to the king to protect against poisoning. This put the cupbearer's life on the line, as they were literally holding the king's life in their care. Cupbearers were also expected to be loyal and trustworthy, and to have the king's complete confidence.

Dream interpretations were not all that uncommon at this time. Remember Joseph has had dreams given to him as messages from God. - this culture especially placed heavy importance on dreams as communication and messages from God though not always easily interpreted. In fact God still can communicate to us through dreams, though we live in a world so disconnected from God that we assume all dreams are simply meaningless manifestations of our brain’s imagination. In fact God can and does still communicate with us through even dreams, though we would be wise to not assume or act hurriedly based off of one or two dreams. In any case, the story here from Genesis utilizes the importance of dreams.

With dreams being of such an importance in culture there were others, magicians and wise men, that often would interpret dreams but prisoners were denied this privilege so no one would be able to interpret these dreams for the baker and cupbearer except for Joseph. I say all that to explain why they would have been receptive to Joseph interpreting their dreams.
